Provincial Client Registry (PCR) Standards Release 2 (R2)
To enable interoperability with health care organizations, the provincial client registry (PCR) has implemented several service offerings under different standards such as pan-Canadian PCR using HL7 version 2 and version 3.
Process
The standards will enable users to query or contribute to Ontario’s electronic health record using the PCR. This means, hospitals will be able to match records from different sources referring to a single health care client.

PCR Admissions Discharge Transfer (ADT) Health Level 7 (HL7) version 2
The PCR ADT HL7 version 2 is currently fed by multiple data sources and includes the functionality of an enterprise master patient index to match records from different sources referring to a single health care client. This addresses the need for positive client identification across Ontario’s electronic health record.
PCR IHE PIX/PDQ Health Level 7 (HL7) version 2 – Query
This specification identifies the client correctly at registration – leveraging the broader searching and matching capability of the PCR. It also supports reduction in the number of data quality-related tasks, such as merges and unmerges, at the source, validating health care client identity information, obtaining summary and detailed demographic information about a health care client and adding and updating a health care client record.
